‘PHED office at Karsingsa lying defunct’

ITANAGAR, Nov 09: Claiming that the office of the PHED, Karsingsa sub-division has been lying defunct for the last for years, All Banderdewa Circle Students Union (ABCSU), in a release demanded the authorities concerned to immediately make the office functional by strictly instructing all the employees to attend office regularly.

The union alleged that the office has been lying almost defunct for the last four years without officer and staff.

NAAC team visits JNC

ITANAGAR, Nov 09: A three-member NAAC (National Accreditation & Assessment Council) peer team visited JNC College, Pasighat for assessment of the college for reaccreditation (cycle 2).

The team comprising Prof. AK Pattnaik, former VC of Utkal University, Dr. Prakash Puranik, (Co-ordinator), Director, R&D Cell, Dharampeeth MP Deo Memorial Science College, Nagpur and Prof. Niranjan Roy, former Director, Directorate of Internal Quality Assurance Cell, Assam University, Silchar visited the college and started the process of assessment on November six and completed it on November eight.

Academic activities in every department, teaching-learning facilities and evaluation, research projects, consultancy and extension, infrastructure and learning resources, student support and progression, governance, leadership and management and innovations were assessed by the peer team.

An exit meeting was held in the college after the assessment process was over.

Team chairman Prof. Pattnaik delivered speech on the occasion and expressed satisfaction over the quality of education being imparted by the college. Principal of the College Tayek Talom also spoke on the occasion.

BM urged to restore normal bank service

ITANAGAR, Nov 09: A delegation from Federation of North East Consumer Organization (FONECO), All Arunachal Pradesh Consumer Association and Upper Subansiri Consumer Association called on State Bank of India (SBI), Daporijo Branch Manager (BM) L Kipgent in his office chamber and submitted a memorandum demanding immediate restoration of normal banking service in the SBI branch, installation of more ATM booths within Daporijo township, conduct of banking awareness campaign biannually etc., informed Tade Duchok, Vice President, Federation of North East Consumer Organization, in a release.

According to the release, the SBI Branch Manager has assured to fulfill their various demands.

He said that a technical expert team has already arrived in Daporijo to rectify the technical faults in the bank for early restoration of normal banking service. He also informed that ATM booths will be installed at New Market area and sub-branch of the Bank may be opened at Dumporijo and others parts of the district. He also expressed his eagerness to conduct banking consumer awareness campaign, the release added.

Fishing, hunting prohibited

ITANAGAR, Nov 09: Youth Association of Rose Panachayat under Doimukh has prohibited fishing, hunting and collection of forest resources within its jurisdiction. Violators would be penalized.

Proper verification of dealership licence demanded

ITANAGAR, Nov 09: Alleging issuance of fake dealership license, All Arunachal Pradesh Agriculture and Horticulture Dealership Registered Tribal Contractor Association demanded the Agriculture and Horticulture Minister for proper verification of dealership licence.

The Association also demanded for centralization of schemes from the current financial year, training for farmers and implementation of schemes at grassroots level.

SUMA opposes AAPTWA meet

ITANAGAR, Nov 09: Students’ Union Movement of Arunachal Pradesh (SUMA) has strongly opposed the proposed meeting of All Arunachal Pradesh Tribal's Welfare Association (AAPTWA) at Mahadevpur tomorrow to discuss regarding extension of APST status to Mishings and Deoris in Arunachal Pradesh.

Describing the move as anti-Arunachalee and attempt to disturb the Union’s movement against issuance of ST certificates to non-Arunachalees, SUMA, in a release said that the Union had already submitted a 4-point memorandum to Sachin Shinde, Secretary to Governor, GoAP, where the union has strongly opposed the constitution of Joint High Power Committee for issuance of PRC to non-Arunachalees.

While appealing to various associations, unions, civil societies, general public and politicians of Arunachal Pradesh to support the union’s movement, SUMA threatened to launch the next phase of agitation, if the GoAP fails to fulfill its 4-point demands.

Curtains drawn on Adventure Festival at Menchukha

MENCHUKHA, Nov 09: The three-day Adventure Festival came to an end this evening with PWD, Finance & Planning Minister Chowna Mein declaring the gala event closed.

“There are very few picturesque places like Menchukha in the world which could beat even Tawang. I have travelled all over the world but hardly have seen any place like yours,” said Mein in his address.

The beginning has been made by local legislator and Tourism Parliamentary Secretary P D Sona, he said and assured all possible help for expediting the process.

“Arunachal is passing through a transition. From five districts, the number has increased to 15 and four districts are awaiting the governor’s approval. I’ve given my consent to Chief Minister Nabam Tuki for making Menchukha a separate district in 2014 provided the people support the ruling Congress party and re-elect Sona,” Mein said while blowing the poll bugle for 2014 assembly elections.

The GoAP is committed to channelize the youth power by giving skill development to fulfil a target of generating one lakh jobs in five years, Mein said.

The rich traditional culture, art and crafts are dying which should be popularised to protect them from extinction while researchers have termed Arunachal a paradise for them. These aspects are part of tourism potential of the state, he said and called for organizing such festival in various parts of the state to boost local economy.

However, Indian idol superstar Amit Paul who arrived from Guwahati by road brought the climax in the evening with thunderous applause from the gathering.

Everyone had all praise for the local MLA, festival organizing committee and festival director Moji Riba for making all possible arrangement for the grand show in remote Menchukha, 180 km away from district HQ Aalo and located along the India-China border.

ADC Ravi Dhawan termed the event a defining moment for the tourism landscape of Menchukha.

12-year-old boy saves man from electrocution

ITANAGAR, Nov 09: A 12-year-old boy risked his own life to save a person, who was nearly electrocuted near Hunli yesterday.

The courageous boy is Rumoh Meto, who saved Milu Mega from the jaws of death. Meto is a class VIII student of Bhonsala Military School, Nasik.

The incident occurred when Regional Quality Monitoring Team, Guwahati was monitoring the project Implementation work at Hunli under Rajiv Gandhi Gramin Vidyutikaran implemented by Indo Power Project Limited, Kolkata.

Mega somehow got stuck to the 33 kv live wire, and remained so for about 30 seconds before Rumoh Meto could pull him away in his second attempt.

Mega has been rushed to Dibrugarh for treatment in critical condition.

Meanwhile, Ginko Linggi SE, Napi Modi, EE and Jitu Miri, AE, hydro power Roing have expressed their concern over the incident and wished for early recovery of Mega. They arranged boat and ambulance from District Hospital, Roing to rush injured Megu to Dibrugarh for treatment on the same night.

2nd Arunachal Football League begins

Bamang Taji XI win opener, earn full point

ITANAGAR, Nov 09: Bamang Taji XI beat Todo United 2-1 in the inaugural match of the second edition of Arunachal Football League which began at Rajiv Gandhi Stadium, Naharlagun today.

BTFC took the lead in 18th minute through penalty kick. Koj Tatung did not miss the spot kick to give his team 1-0 lead. The team doubled the lead in 39th minute when Roshan Ramching netted the ball after receiving a fine cross.

Todo United’s Takio Raja reduced the margin to 1-2 by scoring in 75th minutes.

Earlier, the match was inaugurated by Political Secretary to Chief Minister Bamang Tago, who stressed the need of professional football clubs in the state for all round development of the sport in Arunachal Pradesh. He hoped the league will go a long way in popularizing the sport as well as exposing hidden football talents in the state.

The match was also witnessed by Lok Sabha member Takam Sanjoy, who also is president of Arunachal Pradesh Football Association (APFA).

Cycling expedition to promote national integration reaches Jairampur

ITANAGAR, Nov 09: An eight-member cycle team from Maharashtra arrived at Jairampur today in the final leg of the team’s national integration tour.

The team which traveled Namsai, Wakro,Tezu, Hayuliang, Wallong and Kibithu was received by East Parliamentary Youth Congress President James Jugli, ZPM Tusam Longri and Achal Chairperson Nobinkam Tikhak at Jairampur check gate. The team started its tour from Namsai on November one.

Asheesh Agashe, one of the team member said, “We are riding in Arunachal Pradesh to carry forward the unfinished agenda of national integration and we are seeking to deepen the ties on a person-to-person basis.” “We will also ride on the historically significant Stillwell Road or the Ledo Road built during World War II and cycle up to Pangsau Pass on the Indo-Myanmar border to pay tributes to the gallant Indian soldiers who fought the Chinese in 1962 war and WW II.” said team in-charge Alhad Godbole.

He added. “We are enchanted to see the beauty of this place blended with the simplicity of people, we invite our Arunachal Brothers and sisters to Western India, and it will be a pleasure hosting you in Mumbai and Pune” said Godbole.

Don’t get disheartened by failure, Sanjoy tells student

ITANAGAR, Nov 09: The cultural competition of Dera Natung Govt College Week themed “Changing life through knowledge” began at College auditorium here last evening.

Inaugurating the programme by lighting lamp, Lok Sabha member Takam Sanjoy implored upon the students to have an aim in life and chase it with single hearted approach to be the master of their destiny.

Sanjoy, a DNGC alumnus, advised the student not to get disheartened by failure since it is the only stepping stone for success.

“There is no draw in life but win and loss and you’ve the option to either win or loss. But don’t be swayed by emotion as destiny pays dividends to all of us.” Urging the students to take an active role in sports along with study, the MP, who is also the chairman of the Arunachal Football Association, informed the students about the 10 percent job reservation for meritorious sports persons in state Police, Forest and Sports and Youth Affairs departments.

Responding to a memorandum submitted by DNGC Students’ Union general secretary Tai Rohit, Sanjoy assured Rs 5 lakhs for renovation of the college road from the main gate to the campus. For construction of a faculty common room and installation of street light, he said, will bring the matter to the notice of the state govt.

AAPSU general secretary Biru Nasi lauded the college for churning out legions of alumni every year that fills the state with administrator, bureaucrat, academic and politicians. He urged the student to follow the footsteps of the alumni and become successful in their life. He also advised the student to possess a professional approach in co-curricular activity so that they can make future out of it instead of relying solely on white collar job.

Earlier, welcoming the host of dignitaries, College Principal Tomar Ete termed the DNGC as mini-India where students from all walks of life study together irrespective of tribes and community. He added that despite being overburdened with 6000 students every year and lack of proper infrastructure, the premier institute never fails to produce quality graduates.

Tani Foundation resolves to work for upliftment of society

ITANAGAR, Nov 09: The executive meeting of Tani Foundation, a registered NGO was held today at Naharlagun. The meeting was chaired by Maga Apo, Ex ZPM and a senior member cum patron of the society. The main agenda of the discussion was to take up the next course of action in general for the welfare of its people.

At the outset Likha Tejji Under Secretary (Education) cum President of the Society welcomed its entire distinguished members and apprised the members about the various charters of activities that have been taken up by the society and various other noble steps to be taken in days to come. He informed that, as a social cause recently the society donated a Rs 12,000 to Master Jumba Sora, a dance sensation to enable him to participate in the Mega Audition of top 30 Boogie Woogie National Level Dance Competition in Sony TV Mumbai as he had already qualified in the preliminary rounds of 3 stages at various level.

Executive member Bikash Bage, Assistant Professor cum OSD to parliamentary secretary (health) said that more social activities, like holding of health camp for human as well as animal should be taken up apart from other activities of the society. It opined that more people oriented social activities should be chalked out taking help from women activist who are in such social field so that the society gets fillip.

Tashor Pali, Deputy Director, APSACS cum vice president of the society opined that more, resource should be generated to mobilise the society and vigorous works should be done by the members so that the societies good works reaches to the roots of the people. Hence, a participatory approach cum responsibility should be attached to all its members so that members feel oblige to serve the society. Dr. Tumge Ete executive member who is also veterinary officer stated that society should identify those who are needy in the areas of Medical, Sports, culture and Education etc and should promote and sponsor them to extend the work of the society.

Joram Tat, member, opined that the executives of the community based organisation like Tagin Socio Cultural Society, Adi Bane Kebang, NES, Galo Welfare Society Etc should be included in the advisory board of the Society so that the society does not get diverted from its motto of communal Harmony, Peace and Progress of the state. To which all the House members agreed and unanimously consented.

Later, the elder cum patron Maga Epo, Ex ZPM cum senior citizen delved in length about the need of such society, and said that he was one of the Pioneer member of the Donyi Polo Day Celebration, they were instrumental in the felicitation of various pioneer of the Abotani Clans at Ziro, which later on resulted in the celebration of Abotani cum Donyi Polo Day on 31st December every year. He advised that, behind every society there shall be lot of criticism and negative remarks and people who will be bent on breaking it but you should not bog down and falter.

PMC Councillor visits his Ward

ITANAGAR, Nov 09: Councillor (of Ward No 12) of Pasighat Minicipality (PMC) Kangge Moyong visited his ward yesterday to gather first hand information regarding various problems faced by the residents of the ward, especially Gumin Nagar area.

During interaction, the residents of the ward apprised the councillor of the various problems faced by them, like non-availability of drinking water facility, power supply, community health care, link road and other infrastructure etc and demand immediate redressal of their grievances. They said Gumin Nagar was the only properly planned part of Pasighat township and all the dwellers are residing in government allotted land and are paying regular revenue to government. But, lack of basic amenities is causing a lot of hardship to the people of the area, they said.

The councillor assured the residents that he will take up their genuine demands in the appropriate forum to include it in the annual plan and will also make his best effort to solve the problem at the earliest.

The Councillor said that development of Gumin Nagar needs to be looked on priority basis as many people are very eager to settle in their allotted land but lack of basic civic amenities is preventing them from settling in their own land and compelling them to make encroachment in Govt land in other parts of Pasighat township where basic amenities/infrastructure are easily available.

He opined that if the basic amenities had been provided to Gumin Nagar there would have been no encroachment problem in Pasighat township.

He also inspected the Bakin Pertin Memorial Govt, Middle School and expressed this strong resentment over poor infrastructural facilities of the school. While interacting with the students, he advised them to devote their time in studies only, He assured the school authority to bring the problems of the school to notice of the authority concerned.

SIC finds no irregularity in bridge construction works

PASIGHAT, Nov 09: The Special Investigation Cell (Vigilance) of Arunachal Pradesh, which was entrusted to inquire into the alleged irregularities in bridge construction works implemented by Pasighat division of Pubic Work Department (PWD), has finally submitted its inquiry report and found no irregularities in the implementation of the project.

Substantial information reveals that SIC (V) inspector D Dihidar, by order vide no. SIC/VIG/PS/31/ENQ-2011-12/226 dated 30/7/2012 was endorsed for the inquiry. He has completed the inquiry and accordingly submitted the report on October 28 last and forwarded its supplementary copy to the complainant and commissioner of RTI in Itanagar. The report found no evidence of wrongdoing against executive engineer and an assistant engineer of PWD, Mebo.

The complaint was lodged by one Lenzing Pertin of Pasighat, wherein he alleged improper construction of Foot suspension bridge at Ngopok River and Single lane Bailey bridge over Tatsing river along Mebo-Dhola road in East Siang district. Pertin, who is a senior BJP leader and renowned RTI activist of the area, further noted that the construction works were made in violation of CVC/Supreme Court judgment (regarding tender) and legitimate guidelines besides deviation of its original scope, specification and design.

The inquiry officer, during his enquiry reportedly collected the documents related to construction of the two bridges from the executive engineer and all found correct. He also enquired the execution of works in presence of local people (as witness) and finally has come to stand that alleged irregularities and violation could not be probed.

But, the complainant is declining the inquiry report prepared by the SIC (V) and alleged that the SIC didn’t unearth the violation in case of tender process. According to him, the implementing agency didn’t call ‘Open Bid Tender’ against the bridge works and thereby violated the legitimate rules. Moreover, the construction works were devoid of technical asset such as soil, sand and cement testing machines but these facts were not taken into account during the inquiry.

Pertin also submitted another complaint demanding inquiry into the financial irregularity in the construction of Kadang and Tarotamak Bridge along the road, which are lying incomplete for the last ten years.

Terming the SIC (V) inquiry as “bias” and having “political interference”, Pertin has decided to move the High Court for institution of CBI inquiry into the alleged irregularity.

It may be mentioned that the ‘Foot Suspension Bridge’ worth Rs 1.49 crore was funded under Special Plan Assistant (SPA) in the year 2010-11 and ‘Single Land Bailey Bridge’ (Span 40 mts) over Tatsing river between Borguly and Seram villages was sanctioned under Non-Lapsable Central Pool of Resource (NLCPR) in 2009. The project with an estimated cost of Rs 3.40 crore was started during May, 2009.

NRC hosts interface to formulate strategyfor improvement of Yak husbandry

ITANAGAR, Nov 09: National Research Centre (NRC) on Yak, Dirang hosted a interface among researchers, policy makers, state government officials and farmers with an objective to formulate a strategy for improvement of yak husbandry as well as upliftment of socio-economic status of yak rearers at NRC on Yak at Dirang,

Dr. SM Deb, Director, National Research Centre on Yak made an exhaustive presentation on the technologies developed at NRC on Yak and implementation of those technologies for sustainable development of Yak husbandry.

Dr. P Chakravarty, Principal Scientist, NRC explained the way of conservation of elite germplasm of yak and significant achievement of NRC on Yak in this aspect.

Rural Technology Action Group for North East from IIT (RuTag), Guwahati also actively participated in the interface and demonstrated on low-cost technology for betterment yak management.

Delegates from yak rearing states, like Jammu & Kashmir, Himachal Pradesh, Sikkim and host Arunachal Pradesh took active participation in formulating a roadmap for improvement of yak husbandry as well as quality of life of the yak herdsmen. They explained the traditional system of yak rearing in their respective states. They also highlighted the various policies and strategies adopted for promotion of the yak husbandry in their respective states.

To enhance productivity of Yak, the meeting gave emphasis on ‘reproductive management for improvement of germplasm’, ‘nutritional intervention,’ ‘health management,’ and also extensive training programme for the sustainable development of yak husbandry in the country.

Dr. BS Prakash, Assistant Director General, Animal Nutrition and Physiology, ICAR and Dr. RN Pal, founder Director of the NRC on Yak also took part in the interface.
